Prices and terms and conditions of the Elisa prepaid card
Talktime for the Elisa prepaid card is calculated to within 60 seconds of accuracy, meaning that you pay for each minute started during a call.
A call connection fee of €0.05 is added to each outgoing call from the moment the call is connected. If no one answers or the line is busy, the call connection fee is not charged.

Calls made abroad and calls to foreign numbers and special-rate numbers are charged according to the Elisa prepaid card price list.
Calls to the Elisa customer information number are charged in the same manner as ordinary calls in the Elisa network.
All prices include VAT.
Topping up and validity of prepaid card
- For your Elisa prepaid card to remain valid, you must add talktime to it: at least €3 in one go within seven calendar months of the last time you topped it up. Otherwise, the card will be deactivated and any unused balance will be lost. In the context of adding talktime, one calendar month comprises 30 calendar days.
- You can check the validity of your prepaid card by dialling *135*3# from the phone on which you are using the card.
- A prepaid card can be activated at any time within three years of the card being issued (except in the case of prepaid cards forming part of a call kit, which have no expiry date). Please note that the date of issuing the prepaid card is not the date on which the card reaches you – it is printed on the packaging of the starter kit.
General terms and conditions of use of service
- Your prepaid card must not be used to render telecommunications services to third parties. If the card is used in a manner that is not permitted, Elisa has the right to close it and demand the payment of a penalty in the amount of €6391.16 per SIM used in the breach.
- Elisa reserves the right to amend the price list and terms and conditions of the prepaid card, informing users of the changes via a text message to the prepaid card number and an announcement on the Elisa website. The text message will include a link to the page on the website detailing the content of the changes.
- Elisa expects the prepaid card user to use the card in a reasonable manner: using the SIM issued to them as prescribed, only for the consumption of Elisa’s telecommunications services within their ordinary limits and without intruding on other telecommunications service users or creating interference in the Elisa network. If the prepaid card user uses the card in an unreasonable manner, Elisa has the right to alter the terms and conditions of the provision of telecommunications services for the card user and/or to restrict the provision of these services, notifying the card user accordingly in advance via a text message.
- The prepaid card user can delete their user account on the self-service site for the prepaid card by texting ‘KUSTUTAKONTO’ to 95000. Their account will then be deleted within 3-5 business days of receipt of the text message.
- With the deletion of their user account, the right of the prepaid card user to use the card expires and their card is deactivated.
- A user account is automatically deleted when a prepaid card expires.
- Elisa processes the personal data of prepaid card users in accordance with the principles of client data processing of Elisa Eesti AS, which can be reviewed here.
Prices and terms and conditions of mobile Internet passes for the Elisa prepaid card
- Internet passes can be ordered by all Elisa prepaid card users.
- To order an Internet pass, text NET4G1, NET4G7, NET4G30, NET4G30L or NET4G30XL to 95000. You will have Internet access as soon as you receive the confirmation text message.
- You can also order an Internet pass from the number 15300. Text NET1 to activate a day pass, which costs €1.01. Text NET7 to activate a weekly pass, which costs €5.09.
- The cost of the pass will be deducted from the balance of your prepaid card.
- Each Internet pass is valid until the end of the corresponding calendar day.
- With a monthly Internet pass you can surf online for 30 consecutive calendar days. For example, if you order a monthly pass on 1 June, it will remain valid until 23:59:59 on 30 June.
- All Internet pass data volumes are subject to the reasonable usage limit as per the pass selected.
- All Internet passes (with the exception of the monthly pass*) enable the use of the Internet at unlimited speed. Further information about Internet speeds can be found here.
- Please note:Internet passes only include data used in Estonia. Internet use abroad is charged according to the prices of the foreign operator, which can be reviewed here.
- When your pass expires, you will receive a text message notifying you of this. Continued use of mobile Internet will then be charged according to the prepaid card price list, which can be reviewed here.
- *With a monthly pass you have access to Elisa’s 2G, 3G and 4G networks. To order the pass, text NET30 to 15300. You will have Internet access as soon as you receive the confirmation text message.

- Europe Internet passes can be ordered by all Elisa prepaid card users.
- The passes are valid throughout the European Union (including Estonia) as well as in the Faroe Islands, Iceland, Liechtenstein and Norway.
- To order a Europe Internet pass, text EL1, EL7 or EL30 to 95000. You will receive confirmation via a text message when the pass is activated.
- The cost of the pass will be deducted from the balance of your prepaid card.
- The pass remains valid until the end of the respective calendar day (according to the pass ordered) or until its limits are reached. The period of validity is calculated according to Estonian time.
- When your pass expires, you will receive a text message notifying you of this. Continued use of mobile Internet will then be charged according to the prepaid card price list or roaming price list, which can be reviewed here and here.
- The amount of data included in the Europe Internet pass is shown in the Internet pass table.
- The Internet can be used at unlimited speeds. Internet passes enable unlimited data exchange speeds in 2G, 3G and 4G networks, depending which network(s) your device and SIM support. More information about Internet speeds in the Elisa Estonia network can be found here.
- If you order a Europe Internet pass, a Travel Internet pass and/or an Internet pass designed for use within Estonia at the same time, the pass whose period of validity expires soonest is used first.
- When using the Europe Internet pass, the prepaid card user undertakes to comply not only with the terms and conditions of Internet passes but also with the terms and conditions of use of the Internet service of Elisa Eesti AS, which can be reviewed here.
- Elisa has the right to update, at any time, the price plans it actively offers, amending their contents and components, adding new price plans and removing old ones. Such changes do not retroactively affect price plans already ordered and activated by clients.

- The Travel Internet pass can be used in Estonia and Finland in the Elisa network, in Latvia and Lithuania in the Bite network, in Sweden in the Tele2 and Telenor networks and in Norway and Denmark in the Telenor network. Prices and terms and conditions of service bundles for the Elisa prepaid card
- Service bundles can be ordered by all Elisa prepaid card users.
- The cost of the bundle will be deducted from the balance of your prepaid card.
- Once activated, service bundles remain valid until the end of the 30th calendar day or until the limits are reached. The service bundle becomes available as soon as you receive the confirmation text message.
- When your service bundle expires, you will receive a text message notifying you of this. Continued use of mobile Internet will then be charged according to the prepaid card price list or roaming price list, which can be reviewed here and here.
- If you order several service bundles, you will remain connected for 30 days from the date on which you ordered the most recent bundle. If you order the same bundle again, the total volume of services in the bundles will be merged.
- The €3.05 bundle includes unlimited calls in the Elisa network in Estonia and three hours of calls to mobile phone numbers in the Tele2 and Telia networks.
- The €6.10 bundle includes unlimited calls in the Elisa network in Estonia, six hours of calls to mobile phone numbers in the Tele2 and Telia networks, 100 text messages to Estonian mobile numbers and 1 GB of Internet.
- The €9.15 price plan includes unlimited calls in the Elisa network in Estonia, nine hours of calls to mobile phone numbers in the Tele2 and Telia networks, 100 text messages to Estonian mobile numbers, 5 GB of Internet and one hour of calls to ordinary-rate mobile and landline numbers in the EU (Austria, Belgium, Bulgaria, Croatia, Cyprus, the Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden), Iceland, Liechtenstein, Norway, Russia and the United Kingdom.

Terms and conditions of automatic extension service for service bundles
- With an Elisa prepaid card, when ordering an Internet pass and service bundle (hereafter referred to collectively as the service bundle) you can activate the automatic extension of the service bundle should it expire or should you use up all your data.
- Activation and deactivation of the service to automatically extend a service bundle takes place via the Elisa prepaid card self-service site at minu.elisa.ee.
- The service can be activated for all Elisa prepaid card service bundles.
- The service can only be activated for one prepaid card service bundle and one Internet pass (incl. Travel service bundles and Internet passes).
- In order to activate the service, you must have sufficient funds in your prepaid card account (i.e. covering the monthly fee for the service bundle), since the fee for the automatic extension of the bundle is deducted from the balance of your prepaid card account. For example, in order for a service bundle with a monthly fee of €9.15 to be automatically extended, the balance of the prepaid card account must be at least €9.15.
- If there are insufficient funds in your account when you wish to automatically extend your service bundle, you will not be able to do so, but attempts to establish the automatic extension will be made every minute thereafter for the next 72 hours. Please note:Once 72 hours has passed since the first attempt to extend the service bundle, the service to automatically extend the service bundle is deactivated.

The client can designate via the self-service site in which of the following instances the service bundle is automatically extended. Automatic extension of the service bundle may take place when:
the service bundle expires;
the data volume is used up;
the talktime included in the service bundle is used up;
the international talktime included in the service bundle is used up;
the text messages included in the service bundle are used up. - In the case of automatic extension when the service bundle expires, the service volumes which have expired (data, talktime and text messages) are deleted and are not carried over to the extended service bundle.
- In the case of automatic extension when the data volume is used up, any service volumes unused prior to the extension are merged with the service volumes of the extended service bundle.
- In the case of automatic extension when talktime is used up, any service volumes unused prior to the extension are merged with the service volumes of the extended service bundle.
- In the case of automatic extension when international talktime is used up, any service volumes unused prior to the extension are merged with the service volumes of the extended service bundle.
- In the case of automatic extension when text messages are used up, any service volumes unused prior to the extension are merged with the service volumes of the extended service bundle.
- In the event of the service bundle expiring, service volumes being used up, the service bundle being extended or the automatic extension of the service bundle failing, Elisa will notify you accordingly via a text message. Should the automatic extension of the service bundle fail, you will only be sent a text message the first time the attempt fails.
- Elisa reserves the right to amend the terms and conditions of the automatic extension service of service bundles, informing users of the changes via a text message to the prepaid card number and an announcement on the Elisa website.
